Sijill by Nawafithسجلّ

For centuries, the courts of Damascus kept their records in a sijill. This one has no building to burn.

The fingerprint of every scan of the Syrian Official Gazette we hold is anchored on Ethereum. The text of 1,391 issues, from 2000 to 2026, lives on Arweave, sealed. Anyone can check our copies against them.

Releases are annual. Each new release adds that year's issues, gets its own fingerprint on Ethereum, and names the release before it, so the chain can't be quietly rewritten. Release 2 is due in October 2027.

تصدر الإصدارات مرّةً في العام: يضيف كلُّ إصدارٍ أعدادَ سنته، وينال بصمته الخاصة على إيثيريوم، ويشير إلى الإصدار الذي سبقه، فلا يمكن إعادة كتابة السلسلة خِلسةً. الإصدار الثاني في تشرين الأول ٢٠٢٧.

We hold no scans for 1972 to 1979. Sixty pairs of files have identical content under two different labels; they're flagged in the list for checking.

Drop a PDF here, and your browser computes its fingerprint and looks it up in our list. The file never leaves your computer.

This checks for the exact file we hold, byte for byte. A different scan of the same issue, from another phone or scanner, will not match, even when the page is identical. It proves that a file we share is the one we held on 11 October 2026; it cannot prove that anyone else's copy is genuine. Only the issuing authority could prove that, by signing what it prints.

What this proves, and what it doesn't

It proves

That these exact files existed, unaltered, by block 26171367, and that the Nawafith signer vouched for them. If we ever change a file, the change shows. If we disappear, anyone holding one of our files can prove it's the original.

It doesn't prove

That the state's records are true or complete, or that we read them correctly. The chain can't fix a decree. It can make sure nobody, including us, quietly rewrites what we said the record was.

أنّ سجلّات الدولة صحيحةٌ أو كاملة، أو أنّنا قرأناها قراءةً صحيحة. السلسلة لا تصحّح مرسوماً، لكنّها تضمن ألّا يعيد أحدٌ، ونحن منهم، كتابةَ ما قلنا إنّه السجلّ خِلسةً.

Why the text is sealed

Gazette pages print living people's ID numbers, mothers' names, phone numbers and home addresses. A permanent public copy could never be taken back. So we don't publish the scans, and we store the text encrypted: anyone can confirm it exists and hasn't changed, and only the keyholder can read it.

تنشر صفحاتُ الجريدة أرقامَ الهويّات وأسماءَ الأمّهات وأرقامَ الهواتف وعناوينَ السكن لأشخاصٍ أحياء، والنسخةُ العامّة الدائمة لا يمكن سحبها. لذلك لا ننشر المسوح الضوئية، ونحفظ النصّ مشفَّراً: يستطيع أيُّ أحدٍ أن يتأكّد من وجوده ومن أنّه لم يتغيّر، ولا يقرؤه إلّا حاملُ المفتاح.
